The project, centering on the striking ecological and environmental problems such as lake shrinkage, grassland degradation, land desertification and reduction of bio-diversity in Qinghai Lake basin against the backdrop of global warming, carries on research of Qinghai Lake basin ecological and environmental treatment techniques and mode, and pilot and demonstration. Through implementation of the project, it is designed to: (1)establish the technical system for Qinghai Lake basin ecological and ambient monitoring and evaluation; (2)screen and integrate comprehensive treatment techniques for basin wetland recovery and bio-diversity protection, desertified land treatment and natural grassland protection and protection, and carry out pilot demonstration; (3)build technique and management support system for comprehensive treatment of ecological and environmental system in Qinghai Lake basin. The project is designed to promote concerted development of regional economy and ecological environment protection, and speed up ecological system comprehensive treatment progress and effect, so as to provide systematic technical supports to recovery and rebuilding of the ecological system in the fragile area of the plateau against the backdrop of global warming.
The research consists of one item of generic technology research and development, three items of technical integration and pilot demonstration, and one item of comprehensive treatment technique and management system construction.
The specific research works include: (1)comprehensive monitoring and evaluation technique for ecological and environmental system in Qinghai Lake basin (2)technical integration and pilot demonstration of wetland recovery and bio-diversity protection in Qinghai Lake basin; (3)technical integration and pilot demonstration of treatment of desertified land in Qinghai Lake basin; (4)technical integration and pilot demonstration of Qinghai Lake basin grassland protection recovery and reasonable utilization; (5)technical integration and pilot demonstration of comprehensive ecological and environmental treatment in Qinghai Lake basin. In accordance with research contents, this project has the following five topics:
(1)comprehensive monitoring and evaluation technique for ecological and environmental system in Qinghai Lake basin;
(2)technical integration and pilot demonstration of wetland recovery and bio-diversity protection in Qinghai Lake basin;
(3)technical integration and pilot demonstration of comprehensive treatment of desertified land in Qinghai Lake basin;
(4)technical integration and pilot demonstration of grassland protection recovery and reasonable utilization in Qinghai Lake basin;
(5)technical integration and pilot demonstration of comprehensive treatment of ecological and environmental system in Qinghai Lake basin.
Main technical and economic appraisal indexes of the project:
(1)To establish comprehensive monitoring and evaluation system for ecological and environmental system in Qinghai Lake basin;
(2)To complete technical evaluation on recovery and treatment of wetland, grassland and desertified land in Qinghai Lake basin, screen, integrate and put forward 15-20 techniques suitable for ecological and environmental treatment in Qinghai Lake basin;
(3)On the basis of pilot demonstration to put forward 3-5 technical regulations on ecological and environmental treatment in Qinghai Lake basin, and one technical standard for the same purpose; to refer to comprehensive ecological and environmental monitoring results and combine with characteristics of regional social and economic development to establish a technique and management support system for comprehensive treatment in the basin;
(4)To build pilot demonstration zone with total area of 30,000mu, including 6,000mu as wetland protection and recovery pilot demonstration zone, 10,000 mu as desertified land treatment pilot demonstration zone, and 14,000 mu as natural grassland protection and recovery pilot demonstration zone; to make vegetation coverage rate in demonstration zone increase by 10%-30%, and ecological service functions of water conservation, wind sheltering and sand fixation in the pilot demonstration improve by more than 25%;
(5)To report 4-6 patents;
(6)To submit 4-6 consultation reports;
(7)To publish 50 relevant research papers and two monographs;
(8)To give 1,800 person/times technical training; to train postgraduates related to treatment technique and mode.
The project No. is 2007BAC30B00, supported with total funds of 48.16 million yuan, of which state-allocated funds will be 28.16 million yuan, department and local government matching funds 20.00 million yuan. All funds for technical research will be allocated by central finance authority. In terms of raising of funds for construction of pilot demonstration zone, local government and research units will be main contributors, and undertake construction of pilot demonstration zone. The relevant department or local government is required to offer matching funds by 1:1 as national input of funds. In addition, funds for public monitoring, technical research and pilot demonstration will be allocated by central finance authority fully.
After implementation, the project can produce outstanding ecological benefit, economic benefit and social benefit. First, it can effectively relieve the bad situation of lowering water level of Qinghai Lake, improve vegetation coverage in the basin, realize reasonable equilibrium of grass, animal, agricultural consumption, ecological systems and urbanization in the basin, improve overall quality of ecological and environmental system. Second, it can effectively guide healthy development of grassland animal husbandry in the basin, promote realization of high-efficient development of grassland animal husbandry and limited agriculture and increase economic income of farmers and herdsmen. Third, it can effectively promote reasonable adjustment of regional industrial structure, give priority to develop special industries, drive sustainable development of the economy and society in Qinghai Lake basin, upgrade overall quality of the broad farmers and herdsmen in the basin, and promote realization of harmony between human and nature in the basin, thus to bring clear social benefit.
